Edgerton Council adopts 2011 Budget

With the unanimous adoption of Ordinance No. 890, the City Council approved and adopted the City's budget for Fiscal Year 2011. The budget approves expenditures for the General Fund of $3,789,963 compared with projected expenditures of $1,123,482 in 2010. The amount of ad valorem property tax that will be generated next year is $1,053,026 compared with $396,484 in 2010.

The reason for the large increase from 2010 and 2011 is because of the City's annexation of the Kansas City Power and Light, Inc. peak generating facility. The annexation increased the City's assessed valuation from $9,259,031 in 2010 to $24,556,383 in 2011.

The Council has decided to maintain the existing mill levy level to fund deferred maintenance on the City's streets and to enhance existing services such as parks and recreation and animal control. Major expenditures include:
$2,500 for City Code Codification Project
$20,000 for animal control services
$157,000 for street maintenance programs
$15,000 for new gateway signage (i.e., highway entrances)
$26,780 for part-time Laborer and Recreation Coordinator
$30,000 in new park equipment
$71,000 for planning services
$25,000 for SW Johnson County Economic Development Partnership

The Council also decided to subsidize residential trash services at 50% of their current cost of $13.30, which means residents will pay $6.65 per month and save $79.80 per year. This is the equivalent of a 8.153 mill levy decrease for a median valued house in Edgerton ($85,100).

The Water Fund will experience a 5% increase with water rates, but there is no rate increase planned for the Sewer Fund for 2011. The Water Fund is expected to generate $426,154 in revenues against expenditures of $396,842. There are no major capital improvements planned for the Water Fund in 2011. The Sewer Fund is expected to generate $196,494 in revenues against expenditures of $143,970. The City is soliciting proposals for Wastewater Master Planning Services, which will help the City plan for its anticipated growth. The City has applied for a Community Development Block Grant to replace a section of sewer main that is undersized at an estimated project cost of $318,488. Also, the City has budgeted $36,000 to address sewer flow issues on W. 7th Street.

More information will be available on the City's 2011 Budget on the City's website. An insert discussing the budget will also be forthcoming in a utility bill.

In other business, the Council:
Received an Award of Excellence presented by John Krudwig of Krudwig and Associates, Inc. for the historic rehabilitation of the Edgerton Community Building from the Great Plains Chapter of the International Concrete Repair Institute.

Received an overview of the financial audit for FY 2009 presented by Lowenthal, Webb, and Odermann, P.A.

Discussed a wholesale water rate for the City of Wellsville.

Discussed the installation of a fire hydrant near the intersection of 207th Street and 33 Highway.

Approved a resolution accepting the low bid for the Temporary Renewal Notes, Series 2010 to continue short-term financing of the Water and Sanitary Sewer Benefit District Projects until such time as long-term financing may be completed.

Approved the appointment by the Mayor of Jim Osmund to the Planning Commission to fill a vacancy expiring September 2011.
